Wireless Local Number Portability (WLNP)
in the USA allow mobile (cellular) subscribers to change their
network operator while keeping their old phone number. As such,
it's no longer possible to determine a subscriber's network
operator from the prefix of their phone number.
The new Wireless Local Number
Portability introduced in the USA in November 2003, has created problems
in routing and delivery of SMS text messages, and VOIP traffic to wireless devices, often resulting in
increased costs through delivering to the wrong network - or
even disconnected numbers.
Whereas, before 2003, the three digits after the area code of North
American numbers (NXX code), or the prefix of international numbers,
were sufficient for determining which carrier a subscriber was on, this
is no longer the case today.
